Does this one change the logon screen too? Love the icon pack / folders, but don't like Startup / sounds changing.

Have U managed to install it ???

UAC turned off?
Run as admin?
Check Ur adminrights?
Take control manually over the dll files in system 32 and syswow64?

Go here [link] and download.
Add take ownership

Go to system32 and syswow64 and rightclick on and take ownership off:
imageres.dll
imagesp1.dll
shell32.dll
zipfldr.dll

After that do the install :)

That should work...
